A tender is said to be informal:
1. When it is not submitted in the form sold by the department.
2. When the tender is not properly filled in or signed by the contractor.
3. When the tender is made conditional by way of adding indefinite and uncertain liabilities of unusual character to it.
4. When it is not supported by the requisite earnest money specified on the tender in the manner prescribed for the purpose in P.W.D. form:
- Only 1 & 2 of the above
- Only 4
- Only 1, 3 of the above
- 1, 2, 3 & 4 of the above
